On 4 December 2025, Schiphol launched a tender for ground handling services. We are reducing the number of handling companies from six to three. This website provides more information about the reasons for the tender and its implications for operational employees. On 30 June, we will announce which three ground handling companies have been provisionally awarded the contract.

In 2022, the handling companies represented in the Employers' Association for Passenger and Baggage Handling in Aviation (WPBL) and the FNV trade union agreed upon a sectoral collective labour agreement. This was an important step towards ending competition over employment terms and improving them. Schiphol is now taking the next step to reduce the number of handling companies to three. Our aim is to make Schiphol one of the best airports in Europe again.
By tendering out work relating to baggage handling and apron operations, we can:
We are transitioning from an open market to a more regulated collaboration with three ground handling companies. These three companies will be granted a license and contract (a concession) to provide handling services at Schiphol Airport. Airlines will then be free to choose which of these companies to hire. The proposed tender requirements have been discussed and reviewed with the airlines, the current ground handling companies, and the trade union.
All tenders submitted for the contract will be evaluated on the basis of pre-defined evaluation criteria:
Even though we are going to tender and the number of handling companies will be reduced to three, the amount of work will remain the same. We still really need everyone involved in the operation. This is why the starting point of Aviapartner, dnata, Menzies, Swissport, Viggo (united in the WPBL), the FNV trade union and Schiphol is that employees do not have to worry about job security or their terms of employment. KLM has agreements within its own organisation. For a limited number of roles, the situation may be different: in such cases, we will carefully assess on a case-by-case basis what is appropriate.
