Collective labour agreement for passenger and baggage handling

The Employers' Association for Passenger and Baggage Handling in Aviation (WPBL) and FNV Luchtvaart have reached a collective labour agreement supplementing the 2025–2027 sectoral collective labour agreement for passenger and baggage handling. This supplement concerns the transfer of personnel resulting from the tendering of the Regulated Ground Handling Model (RGM). This agreement builds upon the previous covenant with Schiphol Airport regarding the tendering of ground handling services.

Job retention and mobility pool agreements

A key principle of the agreement is job retention. To this end, Schiphol will develop a joint mobility pool. This pool will enable employees of companies that do not obtain the concession to transfer to those that are awarded it.

Transition of terms and conditions of employment

Employees who transfer will retain their terms of employment as far as possible. This includes salary, contract type, years of service, and agreements from the CLA. Agreements have also been made regarding holiday entitlement, irregular hours allowance, and an income guarantee in the event of schedule changes. For employees who do not receive an offer, or who refuse multiple offers, arrangements have been made to provide an appropriate safety net, such as a transition allowance or outplacement support.

Planning for the RGM transition

The mobility pool will be launched on 1 February 2027. In February and March, there will be several rounds during which employees can receive and accept offers. The aim is for most employees to have clarity by 1 March 2027, allowing employers to start preparing for the final transition and the start of the concession.

These agreements ensure that the transition to the new RGM model is handled carefully and fairly. Employment within the sector will be maintained, and employees will receive greater certainty, clearer procedures, and more support throughout the process.
